So i moved to Tokyo 7 days ago from Tenei-Mura in Fukushima and at my previous place everything paperwork related was done for me by HR at my employer, it has just come to my attention that i was supposed to go to the city hall and get some sort of Moving Out Notice, i am going to City hall tomorrow to hopefully register my address and everything,
If that will be even possible as i have just realized today that my wallet has a giant rip in the side and a few of my cards have been lost including my Zairyu card… i have been to my local police station to record it lost and will be explaining this tomorrow and will probably head to the local immigration office if i need to.
what do i need to do in terms of the Moving Out notice? heading back to Tenei-mura in Fukushima isn’t really viable as i don’t drive and the round trip there and back would be extremely expensive

I doubt you’ll be able to file a moving in notice without having filed a moving out notice.
I’ve heard that things are more simple if you have the plastic mynumber card, but essentially you’re supposed to show your new city hall the moving out certificate from your old city hall.

You’ll likely have to go back. Although city halls are all government entities, they don’t seem to be connected in any way. My friend needed her tax documents from a few years back while renewing her visa and had to go back to the old city hall because her new city hall doesn’t have access to that info. I know if Japanese get married they also have to go back to their hometown’s city hall to register on their family record.
Many cities allow this to be done by mail.
Phone them; I promise they know more than Reddit.

Seriously though, if you’re able, give them a ring and see if you can do it via phone. I know some ward offices are okay with that, if not, you’ll just have to buckle down and go in person.
Just like /u/krisjpn’s friend, I had to get tax documents from a previous ward office for a visa renewal and it was a pain in the ass, luckily it wasn’t Fukushima though, just another Kanto prefecture.
I recently moved from Saitama to Kanagawa, and was able to do the whole moving out process by phone/mail. I was able to give them my new address and they sent my moving out notice to my new address. My company also took care of the whole process of sending the mail out, but asked me for my new address so they could send it to me. You should ask your employer where they had the moving out notice sent to.
