In order to ease many processes I’d like to have a phone number especially to receive messages and calls (to create accounts, subscribe to services etc.)
I don’t plan to call anyone or send message by myself, just receiving. I feel any data plan is overkill since I can manage with public wi-fi.
I’m job hunting so the money is a concern right now, thus I would like to know what are the cheapest mobile plans for what I want. Do you have any recommendations? Anything is appreciated, thanks!

IIJMio is 850 yen / month (with 2Gbs of data)
Rakuten is 1078 up to 3Gb, but also includes text messages and calls.
Though I assume you have a phone now…? Is there a particular reason you want a second number to make accounts?
rocket mobile is around 500 yen a month for voice enabled sim and unlimited data at 200kbps. you want the “神プラン” https://rokemoba.com/price
You can use POVO almost for free, but you need to top your plan with some of their options at least every 180 days. The cheapest was 300yen las time I checked.
You’ll have unlimited data at 128kbps, which is still usable for navigation and voice-app calls.
