I ordered an iPhone from a seller in Facebook. They sent me an iPad instead of iPhone. I paid the money to the delivery guy. When I got back to them asking why they sent me a different item, they said it was their mistake. And they are asking for at least 2 days to either refund or resend the iPhone. I think they will not do either.
I think I got scammed. I’m new here in Japan and I don’t know what to do. I’m feeling so helpless at this moment. I’m mad at myself too because I should not have believed anyone in the first place.

Slightly curious, but why did you decide to buy an iPhone off facebook?
As to being scammed. Assuming you have copies of the messages and it is clear you are being misled (and the seller is in Japan) you probably can report it to the police if the ultimate result is the seller is running a scam.
Contact your CC company now. Don’t say you paid cash.
Insist on refund, return the “ipad” after confirming it in your bank account. If they refuse, then it’s probably a scam.
In the future, use more reliable marketplaces with feedback and less bad actors, such as yahoo auctions, mercari, jmty, etc.

If it was a scam he probably wouldn’t have sent you anything.
If the person is legit, I would send it the same way you received it and ship it C.O.D. to get your money back. I wouldn’t ship it without any collateral.
Let me guess, it was an iPhone 14 mint condition at ¥40,000, right?
Anyone coming here, “Is there any specific authority to whom I can repeat this scam?”
If it’s too good to be true, it usually is.
Buy from legit sources, hope you get your money back.
