I hate to do this but, rubbing chopsticks together is unequivocally bad manners. Period. Anyone telling you otherwise simply doesn’t know manners. 無作法 plain and simple.
Which is fine. Most people don’t have perfect etiquette knowledge. And if you’re wondering why you see people doing it if it’s bad manners, thats because people do poor etiquette things all the time. I don’t know about you but my manners take a nose dive when I go to McDonald’s. But make no mistake, I have no confusion. I know perfectly well that stuffing my face and getting sauce all over myself and others is bad manners.

You ok OP? Hit your head this morning?
Why be sorry? (You’re not really, it’s just a shield)
About the chopsticks, agree
I don’t think I’ve ever seen anyone rub 箸 together. Who does that?
I must admit, one time when we were eating lunch in the Kawasaki Lazona food hall, I noticed one woman who had such poor ohashi technique*, that my wife very nearly had to hold me back, as I was going to go over there and give the poor woman a piece of my mind. Luckily for them, I chickened out.
*Eagle Claw Technique. A forbidden grip that was outlawed by Shogun Tokugawa Yabadabadu in 1644, after the incident with the Kagema and the newly introduced carrot.
