They probably meant Japan post bank. And yes, you can usually pay late bills at post office. Bring it in and ask, worst case they’ll tell you no. Some bills can be re-sent later adding on 100-200 yen ‘late fee’. You’ll know it when it arrives. If you’re just paying something late, there’s no extra charge other than what’s written on the bill.
I missed my water bill one time – had to go to the waterworks office and have them reprint the bill. Ran right over to the conbini to pay it after that.
