A bank that allows money transfers immediately

Hi
I am currently in the process of moving into an apartment, everything was going great until it turns out that a requirement of the approval company is a monthly automatic withdrawal being set up and the bank account I have with Japan Post bank doesn’t allow me to make any transfers for six months.
My foreign accounts are not accepted, me paying my rent manually from an ATM isn’t allowed it has to be the case of automatic monthly withdrawal which wouldn’t be a personal issue but is a technical issue from the banks side. Even me laying my rent up front for six months isn’t an option because of weird legal reasons, the landlord himself who is really nice and already takes with me can’t do anything about that.

Are there any banks I can open an account at that do not have these weird time limits where you’re blocked from money transfers for months at an end?
