Talk to him about how wolves stay warm….by roaming the land and sleeping in packs.
You cannot generate body heat tied outside on a chain, and a dog’s coat only keeps heat in, it does not generate heat.
And tell him he has to do something NOW not next week. Sort of like you could do something NOW instead of hope someone else will do something.
Call the police on their non-emergency line? They might come and talk to your neighbour for you. (Heck they’d even come for noise annoyance, they ought to come if you see the dog in danger)
