I don’t know any games that teach Japanese sentences & phrases, but there are a few well-developed games for learning kana.
Otherwise, there’s a reason apps like Duolingo include “game-ification” elements. They’re far from perfect, but maybe they’ll help scratch that “RPG” itch?

Animal Crossing
The more text the game has, the better it is.
Rpgs will contain a lot of words about fantasy, so you wouldnt need most of them.
The yakuza series is still useful but it contains situational words and yakuza language which may be difficult to understand and not used that often in real life.
From a learning perspective, visual novels would be the best choice at least for games.
They are only text, you can pause, playback and listen to the audio and take notes. Keep in mind that most of the games are Adult games, if you dont like that you could still skip those things.
I would recommend only playing slice of life games, not sci fi, history or fantasy, cause those will contain a lot of words you will never see in real life, you can look up games at [vndb.org](https://vndb.org) and choose something you like, or get more vn recommendations. Recently i have been playing ゆびさきコネクション and i could pick up a lot of useful words. In the end you have to choose a vn that you are actually interested in though, or you will just drop it.
One advice though is, that spoken japanese is different from any japanese used in games, some things may overlap, but some words are really just used in games, manga or written language.
