Any hints where I can go to in person to buy some basic tools to work on my car?
As it’s Japan, do I assume correctly that there are places selling used (and therefore cheap) tools/toolkits that are worth buying?
I’m close-ish to Tokyo if that’s helps with shops

Wattmann or Hard Off (book off) have some. Not all stores have much tools though, so you might have to go to a few stores to find what you’re looking for.
The wattmann store in Tsurugamine had some basic tools at least when I was there last. But didn’t really check the section, so can’t tell anything about quality or variety.
upgarage has some used tool shops around tokyo. Tho I’d recommend just buying off their website.
Costco has a good priced socket/wrench set with a full metric/sae 1/4, 3/8, 1/2 for a little over 1 man
The rough equivalent to harbor freight is Astro Products. Everything I’ve gotten from them has been top notch and pretty cheap.
Used you’re looking at a crapshoot of local off stores. I like browsing junk/2nd hand stores but don’t enjoy having to take trips to Astro to fill in the blanks as I find them. YMMV
