If I remember this correctly from my Japanese government classes, this is basically the US grooming Japan. Japan doesn’t want to build its defence—- America forces them too—– America endorses Japan for following their instructions—- the U.S has successfully gaslight Japan into building up its defences while rejecting responsibility.
