I work on an English tutoring platform where I speak with ESL learners to help them practice natural conversations. However, I can’t work from my apartment and need a place that allows me to speak at high volume while not disturbing the other customers. I’ve tried a regular cafe butttttttt I could definitely feel I was killing the vibe. Sooooo please any recommendations for places that have Wifi, plugs, and Allow loud speaking.

How about one of those little booths they have in train stations?
Off times at some karaoke place? Practice rooms at a music store?
And yeah, not at a coffee shop…

Go to one of the 24 hour manga cafe style places. Some places have mini-karaoke rooms you can use and have good wifi.
There are meeting rooms for hourly rent in many different areas. These would be best for what you want to do.
Many libraries have private rooms you can book? Maybe consider that. But this is really what your accommodation is for. as long as it’s not late at night or early in the morning.
If you’re worried about noise in your apartment, maybe just build an isolation booth. There is a lot of information about how to do it cheaply (~<¥20000) on line.
There are co-working places in Tokyo with private meeting rooms you can book. As this is a business for you, maybe it’s worth considering? You probably can expense (part of it) as well
See if you have community center in your ward. They have rooms with desks you can rent.
Netrooms. It’s like manga cafe but personal rooms.
I like the Manboo Netroom at Kanda station. Very clean.
