Yes they are different. I pasted them both into [this site](https://babelstone.co.uk/Unicode/whatisit.html) which tells you what the name of the Unicode character you have is. The first one is a radical whereas the second is the actual kanji that the radical is based on.
I assume your PDF was made with bad OCR if it doesn’t make sense for a radical to exist in the context you took it from.
