Mainly just finding Twitter posts. Also are most ryakuji historically used or mainly modern inventions? How is ryakuji viewed? e.g. Are they considered very sloppy like spelling “you” as “u”? or more acceptable like spelling “through” as “thru”? Do most Japanese understand ryakuji?

ç•¥å— are not all the same, the term can be applied quite widely.
Some, are very common and widely understood and quite normal if someone was handwriting a quick note to a colleague or something. Some might be specifically used by one set of people (e.g. like there being specific terms used in different industries).
The standardisation of characters is modern. If you look at calligraphy variants you’ll see many are indeed less strokes and some of these now fall under the umbrella of ç•¥å—。 Other types may be more recent.
