Since I can’t link my examples here, I’ll link what I’m referring to in a comment. I know that the ー extends the sound in katakana, so キャー is kyaa, but what is the purpose of the ~ in “オニ~!” and “う~ん”? Is it just being used to be cutesy?

You could also think of it as an extension of the sound but not as even in pitch or manner of speaking as just ー.
For example, if someone said ですよね〜 I would assume it’s a playful tone of voice, but if they said ですよねー, it might seem a bit monotone, depending on the context.
