I developed a volar wrist ganglion last fall. I suspect that it was from doing pushups, but as doctors have no idea what causes them, who knows? But I switched to weights and exercises that don’t involve bending my wrist and is has become much smaller. I looked into surgery (sorry, not in your area) and read many comments online. I read story after story of people having ganglion cysts return even after surgery and the soreness of the area after surgery, too. Sorry I’m not of much help. But just wanted you to know that mine has sorta disappeared over time.
If you just mean draining a cyst with a needle, try Tokyo Medical and Surgical clinic.

It’ll run 10,000 to 20,000 yen.
If you need more serious surgery, not sure.
You know that health insurance is mandatory right? So you should have one.
The cost without health insurance is approx 3x of what insured would pay and the maximum price is capped anyway, so don’t let the insurance (or lack of) deter you from choosing the best place for your cyst.
