Talking about events, do or not do something (beginner)

While talking about events (do you want to go with me at…?) I found this sentence:

ともだちと いっしょに でかけるか どうか はなします

I know it means “Talk about whether or not you can go out with your friend” what I don’t understand is how to translate でかけるか (でかける is “go out” so でかけるか is a question, if u want to go out?) and どうか

  1. かどうか is a common grammar structure which is almost equivalent to “whether or not” in this sentence. You can add it after a noun, a verb, or an adjective.
