Back when I used to live in Sendai, I had a store nearby called シーガル (seagull) that was like a Hard-off, but specialized in used gaming stuff (consoles, handhelds, etc).
I am aware of Mercari and the like, but I prefer to see the condition of the screens in person before buying.
Is there anything like this in Tokyo or Yokohama?

How about a store like this in Kansai?
For gaming stuff, you’re probably just best off sticking with Hard-off. Some of the smaller ones in hard-to-access places (furthest from stations) have pretty good selections of consoles and handhelds and I’ve found some good deals at them.
There are a number of good independent retro gaming stores in Tokyo, if you know where to look, but stuff like Super Potato are just overpriced tourist traps. Unfortunately most of the independent ones are well off the beaten track and often don’t show up on google maps at all. I found a pretty comprehensive one with good prices down a side street about halfway between Akihabara and Ueno a couple of years ago.
When I lived in Kanto I’d always go to hard-off.
古本市場 is pretty good for games but their consoles can be a little expensive.
I was looking for a PS3 last month and all of theirs were just over 1万円 so I ended up buying one on メルカリ instead.
But as you said, you prefer to pick them up and check the condition in person, right?
Lots of little shops in Akihabara that specialize in games.

at Nakano station, the broadway mall has 2 used game stores (Mandarake Galaxy & Game Station)
