I basically can’t seem to get past the first stage (registering). I keep getting the message:
**Please connect an IC card reader writer to your computer and set and scan your Individual Number Card. The Online Residence Application System’s screen is disabled until the Individual Number Card is scanned. If you cannot proceed to the application procedure after the Individual Number Card is scanned, press Cancel to start over again.**
I’ve connected the card reader, and have entered my card, but can’t get past this stage. I’ve also downloaded the JPKI app, and it seems to be able to recognize the My Number Card, as well as my passwords, though half the text is legible and about half are random characters (lots of question marks as well ?????????????)
I’d really rather not deal with Kyoto immigration again, but sadly this might actually end up being the easier route.
Wondering if anyone has had similar experiences?
Update: I ended up giving up and going to Kyoto immigration (despite their bad reputation). It ended up being pretty quick and painless (provided it goes through smoothly).

You need to change Windows “Language for non-unicode program” to Japanese.
Similar posts have hinted at the need to download a browser plug-in to support the reading of the card. No personal experience though. Good luck.
I tried everything for three days and was still stuck at your step. I gave up and went to immigration. That site is just not ready for everyone.
As a backup question, my residence card expires in about 5 weeks. I’m planning on leaving the country for a few weeks and coming back a few days before expiration. I seem to remember being granted some kind of a grace period if a card were to expire before the new one is ready. As such, I’m wondering if it might be better to do it in person?
Need the JPKI program, Java, might need マイナポイント chrome plugin, restart the browser and computer, try again. Also make sure the card is the right way. My reader didn’t specify and the light turns green when it’s in the wrong way for some reason, too. So, it has to be inserted upside down.
Had issues with Chrome. Ended up using Microsoft edge browser. If you do eventually get in make sure your contact email is either your isp address or yahoo (a japanese based domain) . Google nor phone addresses have issues with immigration systems.
Another thing to keep in mind – you can’t use gmail, hotmail or icloud, make a yahoo.jp email otherwise you won’t receive the email.
