I remember seeing a video about a plug in that you can hover over a word on the subtitle while watching a show and it will tell you a meaning to it. You can make it into your list to study later. Does anybody know what plug in it is?

Rikai-kun for Chrome, 10ten reader for firefox is what I use. They both work on youtube closed captioning but if other browser plugins inject HTML to overlay on the video then either mouse-over plugin should work.
I actually often set on auto-generated closed captioning and watch things on youtube that also have subtitles provided by Japanese clip makers (in this case vtubers). If I want to quickly look up the word and see if the auto-generated line up with the ones provided by the clip makers and then just mouse over the youtube (with a quick pause) one to see a quick reference without disrupting the enjoyment of the video too much.
