Was trying to add a new SUICA card on iPhone through the Wallet app, however payment fails using a foreign VISA card from Apple Pay.
Are there any work arounds or is this a known limitation? Or is there an alternative app to top up virtual SUICA card using foreign cards?

This is a known limitation, they did some backend changes which declines some or most VISA cards issued abroad, foreign Mastercards usually work, the companies are going back and forth saying who’s to blame, but you can always top up your Suica using cash if a Visa card is all you have

Known problem.
Possible workaround: get a domestic prepaid card that can be added to apple pay and topped up with a foreign card. I personally use d-card prepaid.
Topup with CC costs 204 yen in fee, and max amount per load is 50,000 yen. You can then use the prepaid card in apple pay to charge your suica. Two-step process, but… Better than taking out cash (which will have some fee anyway) and having to load at conbini.
Another option would be to use Pasmo instead. If you download the Pasmo app, you should be able to charge the card using your overseas issued credit card. Just make sure you charge it using the Pasmo app, not the Wallet.
