Like the kind to add in drinks? Monin makes a mint syrup you can get on Amazon jp or in import stores like Kaldi or Jupiter.
Are you looking for something like these? If you prefer a brick and mortar store, I think larger liquor stores that have supplies for cocktails may have one.
TOMIZ/Tomizawa has it. I used to buy there for my mint hot chocolate drink
I made some with the ridiculous amount of mint in my planter. It’s quite easy to make if you find yourself with an armful of mint leaves.
As an alternative you can use food grade mint oil to add mint flavour. Just be sure to use small amounts (as an example I add 1-2 drops to a chocolate smoothie to make it minty). This is the stuff I buy:
Peppermint Shokai Natural Peppermint Oil, 6.8 fl oz (200 ml) + 0.7 fl oz (200 ml) Spray Set with Dropper https://amzn.asia/d/acojTki
