When it comes to seafood, I wouldn’t take a chance.
I won’t once you refreeze a fish it’s going to taste like crap, the ice crystals will tear the microfibers of the muscle aka the fish fillet and it was be a very bad tasting experience especially raw.
If it was completely thawed more than a whole 48 hrs I’d say no. I wouldn’t recommend but you could just make poke or spicy salmon with it to make up for the texture/flavor.
In my opinion, safe but not a good texture at all probably.
Id just cook it or toss it. It’s not worthy to eat raw anymore
if you let it stand at room temperature for longer than hour unfrozen the maybe not. Smell it and if you don’t want it to waste and you’re iffy about it brine it it
