People with “really good English” don’t really need a language exchange partner imo, they can just jump into any given English community. In other words, they don’t really have the incentive to teach someone Japanese in exchange for English – unless you’re really, really good at teaching English.

I’d recommend r/Language_Exchange on here Reddit.
For those language exchange apps out there are filled with the Japanese people at the very basic English competencies/capabilities, they most likely don’t have more than a few Japanese Natives who have as good command of English as you will be convinced.
