I am having trouble with trying to wrap my head around this grammar point and is it similar to Verb stem 終わる like in 食べ終わる? Or is it something entirely different? If so, can anyone provide a good explanation?
I feel like they have a similar meaning in the context you’ve provided but I’m also not sure you’d see it used that way? I also feel like I haven’t come across it used that way really ever.
Do you mean N3で済む? It means something is going to end or be resolved with N3. The meaning comes from the particle で and the verb 済む. If you don’t know those then it’s hard to explain.

済む means to end or to finish something.
