Fixing what is not broken.
Every prefecture has its own age of consent and I am pretty sure they are all above 16 already and there is literally no problem.
Meanwhile, the birth rate continues to drop, sexual frequency continues to drop, marriage continues to drop and the government wants to make everything a crime and sees no corelation.
When they are done we will all be strapped to a chair for “our own safety” and the government will continue to get the press to publish articles on the mystery of why Japan is dying.
