I think the way to read Japanese areas and Japanese surnames is a headache for many Japanese learners. So I made the vocabulary lists to help you remember them.

Nothing against you, but I highly suspect there’s Anki deck that covers exactly this.
Also, I don’t see a meaningful difference between area and prefecture. It’s 一都一道二府四十三県, so all it takes is just memorizing the 4 exceptions.
I worry about OP’s data source. As a surname, [this is ひらの](https://i.imgur.com/qnZHnSi.png).

No pitch accent?
