I have stupidly overpaid residence tax…

Hi everyone, long story short, I was working at an Eikaiwa and had to pay all the taxes myself but then last year I changed jobs and became a full-time employee. As the residence tax bill kept coming through my post I kept paying it and I’ve paid a total ¥126,000 since being full-time employed. Then this week my employer sent me a letter along wth a residence tax summary receipt and said I do not need to be paying myself and now here I am wondering if there’s anything I can do to claim it back.

A google search hasn’t yielded much.. Has this ever happened to anyone? Looking for any advice and also to know if it is even possible to claim any of it back from my city ward?

  1. They’ll definitely want to return it. Talk to your city office and be prepared to have to book an appointment to make an appointment to fax for permission to get the refund form.

  2. I overpaid by 20,000 yen in my second year and the ward office sent me one of those paper which I can fill in my bank account to receive the refund. The funny part is I didn’t even know that I overpaid, they found it out and sent me the paper on their own.

  3. This also can happen when you for tax returns for several years at once and get a refund. If they’ve noticed that you have overpaid, they will contact you, but if not, you can call them directly or make an appointment.

  4. Yes, go to the tax office and take all the documentation. They will refund it to your bank.

I double paid health insurance at one point and didn’t catch a letter from them asking to sort it out. They sent a person to my apartment door to ask me to come to the office. I didn’t understand the situation and expected a bill but they paid back about 6 months payments.

The staff are there to help whether you owe them or they owe you.

  5. This happened to me, the city hall will contact you to return the money and will send forms so they can deposit it in your account.
In my case (I didn’t realise and didn’t contact them), it took them three years to realise that I overpaid.

Are you sure this isn’t the “special collection” withholding statement for 2022 resident tax (billed June 2023 to May 2024)? I.e the ones you’ve been paying yourself from postal bills are 2021 resident tax (billed June 2022 to May 2023).

If you’re not sure, check your payslips for the months before June 2023. If they don’t state resident tax deduction on them, then your employer hasn’t been withholding your 2021 resident tax via special collection… meaning you were correct to pay the postal bills.

  7. The tax back really depends upon the city you reside in. For some you might need to apply for and for some like toshima ku, tokyo, they automatically calculate and deposit the tax return if you’re eligible ! Find out more info @ ur city office !!

  8. I overpaid pension and they sent me letter to pay me back to my bank account.

  9. I overpaid last year and got a nice fat refund after filing my tax return this year.
