I know in the jlpt exam you only get the audio in the listening section played once
But when I’m studying, there’s no way I’d get everything from listening just once, especially since I have to read the question and write my answer as I hear it
Is that normal or is my listening level just horrendous and does anyone have any tips?

No. That’s pretty normal.
I mean look… I studied for 7 years and took a 7 year hiatus before the tools were available for me to fix my listening.
Effectively I spent 14 years not being able to understand spoken Japanese. I couldn’t even pick out words I knew.
Having to listen to something a couple of times, even without my handicap, is normal. Using TL subtitles can also help. I replayed lines until I could match what I was reading to what I was hearing and then a few times after to make sure I could still keep the words apart.

It’s like the other skills. Do targeted practice consistently for a long period of time and you’ll improve.
Also JLPT is multiple choice so you just need to pick the right answer without writing anything. If you check out sample tests you can see there isn’t a lot of reading that needs to be done for those because the possible answers are pretty short. For the N5 a lot of them are even just pictures or single words.
