Just give decent 3-5 yr visa to current immigrants! I have renewed my visa 6-7 times and always get 1 yr visa.
Or you could give it to people like me who have lived here for over fifteen years and speak the langage.
Haha, I am third generation, but am living in Japan under a normal working visa. Never realised I could have gotten permanent residency.
They should just offer it to anyone who passes N1 and pays taxes.
