Noisy Upstairs Neighbour

How much noise from walking around and dropping stuff on the floor should one tolerate from their upstairs neighbour?

I know the walls can be pretty thin in these Japanese apartments, but I’ve never been bothered by any of my adjacent neighbours. Recently however, a new tenant has moved into the apartment above me.

They must be training to run a marathon or something, because there’s been a constant rain of loud thumps coming from my ceiling for the last 4 days. It’s not as loud as music would be, but because the sound is so low pitched, I can actually feel it, and it isn’t blocked out by headphones. It drives me mad.

This ruckus goes on from about the moment I wake up around 7, to when I go to sleep at 11:30. Whether or not it happens whilst I’m away during the day, is anyones guess, but I get home around 3 and it’s already going then.

I’ve tried writing a very polite letter in Japanese and English (I’m pretty sure the tenant is a foreigner, since I’ve seen many new ones walking around the apartment building recently, and there has been an increase of trash being dumped in wrong and inappropriate ways. Don’t get me started) and of course I’ve done the subtle and (no so subtle) banging on the ceiling.
I can totally imagine this person just not knowing what they’re doing can be heard by the person below them, and being unaware such a thing might be bothersome.
But judging by there being no chance even after writing them a little letter, we either don’t speak a common language, or they just don’t care.

Before anyone tells me to just go and talk to them. While I agree that in a perfect world that is what I’d do… Well, a perfect world this ain’t. If they’re the sort of person who ignores a polite letter and knocks on the wall, they’re not the sort of person I’d really like to confront face to face.

I genuinely don’t know what they could be doing up there either.
Maybe it’s kids? I don’t know.

So, is this something that’s normal and I should just put up with, or do I write this person another slightly firmer letter if it doesn’t stop soon, asking them to please be considerate else I inform the managent company?
