Maybe your regional city hall office has a mancipal water office.
Pretty much dealt with the city with water. They’re very chill with paying overdue things and getting stuff turned back on.
Your city/region and 水道局 into Google – call the number and away you go! If you don’t have a customer ID they should be able to look you up by address and such.
You didn’t receive any notices regarding not paying your bill? The number to call should be there.
Previous bills should also have the number of the water company.
