3 day itinerary check: Izu

My friends and I (group of 3) are going to visit Izu at the end of August. We are staying for 3 nights in the Seiryuso Ryokan in Shimoda and are planning on renting a car. So far we have the following plan. The main attractions for us are the geo spots, but are open to any suggestions for activity.

Day 1
Train from Tokyo to Shimoda. Arrive at shimoda around lunch time.
Rent a car at Shimoda and check out Ryugu sea cave and Cape Tsumeki
Check in to Seiryuso ryokan around 6 pm and eat dinner

Day 2 (nishiizu)
Eat ryokan breakfast
Drive to Sawada Park open air bath
Tombolo land bridge
Ishibu rice fields
Hagachizaki monkey bay
Drop off car at rental agency
Come back to Ryokan for dinner

Day 3
Chill at Ryokan/Shimoda

Day 4
Start heading back to Tokyo ~5/6 am to try and make a concert at makuhari messe at 12:30 pm

A few questions I have:

1. Any food or restaurant suggestions for lunch?
2. Do we need to book the rental car ahead of time, or could we decide on the day of? We might want to swap day 2 and 3 depending on weather.
3. Any recommended car rental agency?
4. Is it realistic to try and make the concert at 12:30?
