1. You can get very nice bikes in the used market for around that price (or a bit more, like 10万円). New you’re going to be looking at bare entry level, which still isn’t bad tbh.

2. That’ll get you a very basic road bike or a pretty good hybrid.

3. Yes, espescially so if you buy used

4. Hope you’re not tall. You’re SOL over 5’9″ for sizes carried.
