JT owns the sole rights to cigs in Japan and is at least 50% government owned. PM and other tobacco companies have nothing to do with this. https://en.m.wikipedia.org/wiki/Japan_Tobacco
JT cig sales also contribute a significant amount to health care subsidies. So all those complaining about smokers will now get to complain about increased health care costs that those smokers were subsidizing. Yay.
Still too many restaurants in Japan are still smoky. It’s nasty when you have cigarette smoke and ashes flying around in a sushi restaurant.

Its because they changed to Heated Tabacco or Vape
Less people drinking. Less people smoking. If they want to keep those tax revenues flowing they need to start legalizing something more interesting.
