I really don’t have any idea with bikes and how to deal with them. My bike’s tire is flat, bought this bike pump but didn’t really put an air into the tire????

It depends on your valve, not where the bike is from?
I bought a Xiaomi electric air pump. Worth the investment. Only cost like ¥4000-5000.
Ask the officer at the koban if you can borrow their pump.
There are two or three different valve designs. Depending on what you have, you just need an adaptor.
There are valve stems with check valves (cars have these) – they need a adaptor that pushes the valve pin while connected.
There are valve stems with check valves that don’t need to be pushed – these are the most common ones on bicycles and any bicycle pump can deal with them.
And there are French valves where you have a check valve you have to loosen with a screw before air can get in – Road bikes with slim tires commonly have these and they require a special adaptor.
