It’s probably my fault as I am close to moving into my new apartment but I register for the address change of Hikari so late.
So I was on the My Softbank page and filling in the information until the section called 現住所 (お引っ越し元) での撤去工事について and 新住所 (お引っ越し先) での開通工事について where I have to fill in the dates for uninstallation and installation of the Modem. Even though I chose “No need for staff” the soonest date for uninstalling was the 30th (whilst I will move on the 24th). My question here is what happens if I just unplug the Modem and plug it into my new apartment earlier than the set dates?
And does it cost any extra fee for changing the address? In the contract, there is a “回線工事費“ or construction fee of 26,400¥ in the “料金のご案内” but from my research, it does not cost to change to an address that already has the socket for Hikari internet connection.

I just went through a similar process and was worried about the same thing.
If you confirm with your landlord that it’s fine to leave the Hikari unit in your apartment, there’s no need for the NTT “construction” to enter the apartment, and so the date doesn’t really matter.
I moved on the 13th, and my uninstallation construction (立会不要) was on the 15th after I was no longer in my former apartment. Although I wasn’t able to set up the internet in the new place until the 16th, I’m fairly certain it would be fine even if it’s before the uninstallation at your former apartment.
I did all of the 手続き via phone, and was told due to a “campaign” there would be no 工事費. It’s all set up now and didn’t cost me anything.
On a side note, I actually tried cancelling before the move, but was told that because I’m a long time customer they would give me a 2000 yen a month discount for a year. My contract ends next year (I don’t plan on renewing) so I decided to keep it until then.
Be sure to be firm that you don’t want construction on the next apartment because, at least with Docomo, they tried to shove the construction fee down my throat at every turn. Both times when I moved into the old apt with hikari hookup pre-installed and then moved to a different apt with it also pre-installed, they attempted to charge the fee.
