How to contact TEPCO outside Japan?

I’m currently abroad and I’d like to call and set up electricity at my new place before going to Japan. I tried using Skype but it doesn’t work because toll free numbers and any number that starts with 0 isn’t supported apparently… Would anyone know of any other way I could contact them?

    When you’re calling from outside the county you drop the leading zero.

    So 080-5555-5555 becomes +81 80-5555-5555.

    All that said…

    You’re almost certainly not going to be allowed to set up service until you’re a resident and/or have a bank account. You can certainly *try*, but they’re most likely going to tell you to wait.

  3. When we were moving into a new apartment, real estate agent did everything for us. He called to gas, electricity and water services. And when we came everything was set up. But we were already in Japan at that time living in a temporary apartment.
