By obscene/immoral they mean like.. Uncensored porn/Child porn etc… Stuff that isn’t really legal here anyways.
There’s no ban on sex toys.
Zero issues importing Adult Goods. They do not fall over the ‘obscene’ tag. That pretty much only includes porn in literature or video form. Just don’t be suprised if your dildo turns up having been opened by customs, taxed and ‘Adult Toy’ being on the tax receipt! That will be despite Adam & Eve shipping ‘discreetly’.
I’ve ordered from both the UK and US in the past with no issues.
However, the quality / range in Japan is better than before, they have gone ‘upmarket’ – brands such as Lelo are available here now. You may not need to import. Bit tacky most of stuff in Donki to be honest.

Amazon Japan also has a good range. Apparently.
Why don’t you just find a shop that sells Tenga and other adult goods and buy one locally?
