The Setouchi area is great. Close to Kobe and Hiroshima. Great natural beauty out there. Not too crowded.
Close to Osaka and Kyoto ? Otsu in Shiga, though still count as a city, what I like about it is that you can ride bicycle around the lake every weekend! Get a motorcycle, you’ll be in Kyoto in 30 minutes.
