Because today is the anniversary of the Great Kanto Earthquake, most trains systems in Kanto will be stopping trains for a minute or so at some time today. (The schedules for the halts should be announced at the stations or on the train and on the train lines’ Web sites.) If I’m not mistaken, the Keikyu Line might have run the stoppages yesterday, but the Tsukuba Express, for example, will start the stoppages as 10:10 AM, and the Enoshima Line at 2:01 PM.
**Update:** According to a mail from our (世田谷) Ward office that arrived moments ago, road traffic on some streets will be halted also. Traffic, for example, on[環七通り・the Kannana Circle Highway will be halted for 10 minutes starting at 10:30 AM](https://www.keishicho.metro.tokyo.lg.jp/kotsu/doro/regulation/bosaikunren_kisei_ki.html).

The stoppages are due to Disaster drills, because it is Disaster Prevention Day, which was created because of the earthquake.
They will be conducting drills, which is why some trains and highways will be stopped.
Rest in peace to all the Koreans, Chinese, and Japanese people massacred that day and the days following.
