I’ve just arrived in japan on a 3 year working visa, living in Yamaguchi prefecture.
I’m wanting to buy a car but unsure about insurance and associated costs.
Is there a specific process for expats / non Japanese nationals?
I have my international driving permit and cash, but I don’t know where to go from here;
Any help would be appreciated

Welcome and good luck in Japan.
I think your first step is to get a Japanese drivers license (convert it if your country has an agreement with Japan or do the test from the start – which kinda sucks because it can be difficult). If you are planning to drive here for 3 years you are legally going to need it so the sooner the better. As for buying a car and getting insured, you shouldn’t have a problem buying a car but I’m not sure you will find insurance on a IDP. I’m sure others will chime in.

Getting a car loan and insurance will be difficult if you just got here and don’t have a Japanese license. Car dealers are supposed to include a copy of your license in the paperwork. You also have to arrange for a parking space for the car and have it approved by the parking inspector at your city or ward office. Car insurance companies in Japan generally won’t insure someone who doesn’t have a Japanese license.
You also can’t continue to drive on an IDP for an extended period of time if you have a residency card. You will have to get a Japanese license if you want to continue to drive in Japan for the length of your visa and beyond if you get it extended or get PR. Car loans for foreigners without PR typically can’t have a repayment period that extends beyond the expiration date of the visa.
