How to transfer bicycle registration

I have bought a bicycle from facebook market-place. She is a native. The woman very nice and was leaving the country and basically gave me all the documents regarding the bicycle (even a theft insurance that she had). I am pretty sure she has left the country.

My question is: Can I transfer with all the documents that she provided?
