“Unemployed with no address” he’s homeless. They arrested a homeless man for trying to get food and clothing.

I understand being punished for manipulating the system but they could’ve given him lodging on a space available basis I presume? Even if they couldn’t because that would have opened the floodgates, instead of arresting him they could’ve just pointed him in the right direction.
