Karuizawa has always been a nice place I find. Something about those bubble years destinations that I enjoy.

You’re in a metropolitan city that’s directly next to the ocean……
I’d suggest one of the highlands in Tochigi like Nasu or Oku-Nikko.
You’d pretty much have to be right on the shore.
How about Katsuura in Chiba? It’s generally 2.3 degrees cooler than Tokyo. Humidity might be on the higher side, though.
In Kanto? Doesn’t exist. In the assumption that this is somewhere you need to live and commute to/from.
Nasu, Tochigi is a few degrees cooler in the months where you feel like you live in heated Jello

Your only option is to look at regions named ‘kanto’ located outside of Japan
