Though he has a sponsor, the school required him to fill it out, like 25hrs/week.
My question is, would it affect his chances of getting his COE approved?

I don’t think it would have a negative impact. Language schools are mandated to track student part-time work status and report to immigration, mainly in the event that the student starts failing/missing class. If the part-time job is too much for the student to the point that they’re no longer fulfilling their visa requirement, then they’ve gotta switch visas or leave Japan.
