I believe that [Lexis TESOL](https://lexistesoltraining.com/)is the only provider in the country now, down in Kobe. Might be worth checking in with the British Council in Tokyo, though.
There is no where in Tokyo that even does the CELTA. The only place in Japan that you can even sit the DELTA M1 exam is in Okayama.
