The return is ESID because it’s the BOE you’ve been working with buying your return ticket, not the consulate you came from. If they give you a budget to work within and no mandate for cheapest possible flight, then you can do a bit of work and see who will give you the luggage allowance you need. If they’re the ones booking for you, it’s a toss-up.
This depends entirely on the airline carrier. ANA is two checked bags and one carry on I know for sure. I would be surprised if JAL is different.
Each airline’s policy on baggage is clearly stated in English on their website, so you can just go look that up.
In general for many international flights on many major airlines, you’ll have one to two checked bags, one carry-on bag, and maybe one carry-on personal item.
It’s nothing to do with JET. It’s to do with your airline.
So, this depends on whether you choose your flight back home or your BOE does it for you. Each BOE is different. In my BOE, they will choose the flight or give you a lump sum of money (which will be the average cost of flights, and you pay the difference for a more expensive one). They have a habit of choosing flights that are frankly inhumane.

One of my senpai JETs who is leaving told the BOE that since they flew her in with two bags, she needs a ticket that will fly her home with two.
When she brought it up in this way and was very firm about it, the BOE didn’t see how they could argue that and made sure they found her a ticket which let her bring two large pieces of luggage and a carry-on home. If you don’t say anything, they might try to just get you the cheapest ticket which would probably be one large luggage, so I would do what my friend did!
She helped out previous JETs leaving before her by saying the same thing and it has seemed to work every year!
