So my friend who lives in Kyushu is leaving Japan soon and had contacted a car scraping company for disposing his car. Long story short after he confirmed the fee and place in Tokyo ( a relatives house) he was able to get a last minute sale in Kyushu.
Now the car scraping is asking for 3 万円 for cancellation fee. Can he just ignore? The bill will be sent to the relatives house. He didn’t sign any documents. All correspondences happened over the phone.

If they incurred expenses in preparation for receiving his car then he should pay since he initiated the contact in the first place. If he leaves Japan with an unpaid debt and decides at some point later in life that he wants to come back again it could be a problem for him.
Rather than ignore it, he should tell them he’s NOT going to pay it if he isn’t. If there’s no contract signed with such a cancellation clause, then they basically can’t force this fee on him. But just ignoring it and hoping the issue will magically disappear is unwise especially if family have been dragged into being involved.
