I recently ordered a Hisense TV off Amazon Japan. However when it arrived, I could not find any option in settings to change the user language to English… is this a common thing in Japan for TVs not to have multilingual languages? It’s the first time I’ve seen or heard of this.

My LG, Sony and Toshiba all have an option for English. Could just be a Hisense thing.
Did you check the manual?
It can be a low-rent way of region-locking, Sony has done this (is still doing?) this on their mirrorless cameras for like ten years.
If you give your TV model number we could look it up.
Case by case. My LG TV did, my Panasonic doesn’t.
Wow, I should check if my 12 year old Sony has an English option. I’ve been missing out!
I have a Hisense TV bought in Japan, and it has English and Japanese. Hit the menu button, click machine settings (the cog on the right), go down to the second row of icons and there’s a language option second from the left. It looks like a wire globe, or a PanAm logo. Select English, done!
There should be a language option somewhere in the settings if it’s using Android TV OS.
My Panasonic 4K TV I bought last year did come with an English-language option, which took me by surprise as I was fully expecting to have to Google Lens the setup process.
