Omg I saw this yesterday and thought I was losing it. Glad it wasn’t just me! Lol.
Like u/gogoshika said, it’s one of the installments for the hikari kyoen. Down in Namba, there’s a giant bright beam pointing up; during clear days it’s visible for miles, but it’s also very bright whenever it reflects off of clouds like it’s doing in your picture. Pretty neat in person if you happen to be in the area at night!
